In this scheme, RGB-LED is used as the source transmitter, which can effectively increase the system transmission rate and transmission capacity via wavelength divi-sion multiplexing. The receiving end is equipped with an optical camera as an receiver on an Android smartphone, and uses the rolling shutter mechanism of the mobile-phone camera to receive information. In view of the process of the information receiving and decoding, this paper designs an Android APP which can run independently based on Java language. By introducing histogram equalization, least squares fitting and other techniques, the blooming effect of the received image is effectively overcome, and the proposed synchronous dynamic compensation technique effectively improves the reliability of information transmission. The ex-perimental show that the proposed scheme can realize the transmission of information with a transmission rate of 21.6kb/s on the Android smartphone.
