思路：題目大意為找與x軸相切并且包含所有點的圓的最小半徑。

一，對半徑r二分，由于圓與x軸相切，圓心(x,y)中y=r,那么只要看x是否存在即可，對于每一個點找其為圓心，半徑為r時在y=r直線上的范圍，最后看所有的點是否有公共范圍即可

二，對圓心(x,y)中x進行三分，x一定在所有點的x范圍[l,r]內，并且其半徑r的變換曲線是個U型的
